Leonard Workforce Solutions is recruiting for a Procurement Manager for a permanent opportunity for our client in Tucson AZ.

 

The Procurement Manager is responsible for leading complex material and service procurements in support of a regulated manufacturing environment. This role oversees the full procurement lifecycle—from supplier solicitation and evaluation through negotiation, award, and performance management—while ensuring compliance with internal policies and government contracting requirements. The Procurement Manager will also lead and develop a small team of buyers and serve as the primary point of contact for small business compliance initiatives.

This position requires strong cross-functional collaboration with contracts, engineering, program management, quality, and operations to support both proposal and execution phases of programs.

Key Responsibilities

  • Develop and issue RFQs, RFPs, and RFIs in collaboration with contracts and program stakeholders to support customer proposals and active programs.
  • Ensure appropriate contractual terms, conditions, and regulatory requirements are flowed down to suppliers.
  • Partner with internal teams to develop statements of work, technical specifications, and supplier bid packages.
  • Identify, evaluate, and qualify suppliers to meet technical, schedule, cost, and compliance requirements.
  • Analyze and negotiate supplier proposals, including complex procurements and long-term agreements, with support from pricing and technical teams as needed.
  • Award supplier contracts and manage performance related to cost, quality, delivery, and risk.
  • Maintain accurate and compliant procurement records in accordance with internal processes and government audit requirements.
  • Participate in program and supplier reviews as required to support successful execution.
  • Identify supplier risks and lead corrective action and recovery plans in coordination with internal stakeholders.
  • Ensure procurement data accuracy within ERP/MRP systems.
  • Track and report supplier performance metrics to program and operations leadership on a regular basis.
  • Lead, train, and mentor a team of buyers, supporting their professional development and workload management.
  • Support small business sourcing and compliance initiatives, serving as the primary liaison as needed.

Qualifications & Experience

  • 8–10+ years of experience in procurement within a manufacturing, government contracting, defense, or highly regulated environment.
  • Strong understanding of manufacturing operations, production processes, and project/program management.
  • Demonstrated experience managing complex procurements and negotiating supplier agreements.
  • Proven ability to work independently, manage competing priorities, and adapt to changing requirements.
  • Strong organizational, analytical, and problem-solving skills.
  • Effective written and verbal communication skills, with the ability to engage internal and external stakeholders at all levels.
  • Proficiency in Microsoft Excel, Word, and PowerPoint.
  • Experience working within a formal or certified procurement system is preferred.
  • Bachelor’s degree or equivalent combination of education and relevant experience.
  • Experience supporting small business sourcing or compliance initiatives is a plus.
