The Import/ Export Compliance Manager will have responsibility for the development and maintenance of the company Import/ Export control program. It will include the creation and maintenance of policies and procedures to support all areas of export control including, but not limited to, government compliance, customs, transportation, safety, and all other applicable regulations. This position will also communicate compliance changes to appropriate impacted areas of the organization.
PRIMARY DUTIES AND RESPONSIBILTIES
- Manages day to day shipping office activities, and freight carriers to ensure economical routing to meet desired service levels of internal and external customers.
- Monitors performance of carriers to drive improvements; negotiates freight contracts when needed.
- Manages and develops Import/ Export control and compliance procedures and obtains relevant licenses when required.
- Ensures adherence to U.S. Customs Border and Protection (USCBP) Laws and Regulations, corporate policies and procedures applicable to all importation and exportation of material.
- Advises upper management on impact of compliance regulations and changes; provides expertise on all international Import/ Export compliance and best practices.
- Generates and/or coordinates the Electronic Export Information (EEI) filing with designated freight forwarders in Automate Electronic System (AES) in accordance with United States International Trade Commission (USITC).
- Coordinate Import/ Export shipment schedules with freight forwarders and maintains Import/ Export databases for all international shipments. Works with internal departments to coordinate international shipments.
- Interprets implements, generates, and tracks all international compliance documentation and maintains records to ensure compliance with U.S. Government Import/ Export regulations record keeping requirements.
- Develops, maintains, and provides trade compliance training for appropriate departments on compliance matters.
- Prepares and updates corporate Import/ Export compliance manual.
- Responsible for monitoring legal and regulatory developments, best practices and makes recommendations to the company's ITAR compliance procedure.
- Maintains communication with legal department with respect to ongoing compliance with United States ITAR requirements and carries out legal advisement of ITAR matters; coordinates with HR when a new non-US national is hired to ensure appropriate authorization is obtained from U.S. Department of State Directorate of Defense Trade Controls (DDTC).
- Applies Harmonized System of Tariff Classification and works with custom broker to ensure proper classification of goods.
- Acts as the corporate liaison and coordinates with Ombudsman when necessary.
- Trains personnel dealing with the Import/ Export goods, services, and technical data to facilitate the application of proper processes, procedures, regulations and laws related to Import/ Export compliance; creates and maintains training records.
- Arranges routine internal and external audits to ensure proper compliance with Import/ Export regulations.
- Investigates and corrects reported compliance errors.
- Track daily activity of Department of State (DoS, DDTC, ITAR, USML), Department of Commerce (DoC, BIS, EAR, CCL), Treasury Department (OFAC), U.S. Customs (MOD Act, Border Control, FTA, Binding Rulings) and all associated activities.
- Verify Schedule B and HTS Classifications for new and existing products.
- Updates, changes, and renews DDTC registration annually.
- Understands and applies company policies and procedures to respond to employee inquiries.
- Identifies opportunities for continuous improvement in productivity, efficiency, and quality.
- Actively supports and adheres to Pelican's Safety & Quality Guidelines and actively participates and contributes to the Safety Management System as assigned.
- Performs other duties as assigned.
JOB REQUIREMENTS
- Bachelor's degree in business or technical degree preferred. 5+ years' experience in Import/ Export compliance activity and leadership experience in a manufacturing environment. An equivalent combination of education and experience will be considered.
- Must be US citizen or resident (cannot be non-resident alien) who does not work for a foreign company, a foreign government, or a foreign governmental agency/organization.
- Expert knowledge of export regulations, Harmonized Tariff classification, auditing EEI/SED data statements & comprehensive knowledge of both Traffic In Arms Regulations (ITAR) and Export Administration Regulations (EAR).
- Experience with all transit modes and traffic management preferred
- Must be detail-oriented and have excellent customer service, organizational and follow-up skills
- Excellent written and verbal communication skills with the ability to interact effectively and cooperatively with employees/customers at all levels.
- Must be proficient with Word, Excel and other appropriate software.
- Experience with TPS, ISO9001:2008, and lean manufacturing is a plus.
- Adapts to change, is open to new ideas, takes on new responsibilities, handles pressure, and adjusts plans to meet changing needs.
- Must have the availability to complete assignments within time frame specified by department manager.
- Must be able to operate in a fast-paced organization and handle multiple projects simultaneously.
- Must be flexible with work schedules and be available to work on evenings and weekends. Position may require some minimal travel.

- Must be willing to travel up to 25% domestically and internationally.
PHYSICAL REQUIREMENTS AND WORKING REQUIREMENTS
- While performing the duties of this job, the employee will be occasionally required to execute standard physical activities within the facility areas (i.e. stand, walk, sit, use hands/fingers).
- While performing the duties of this job, the employee will be occasionally required to execute non-standard physical activities within the facility areas (i.e. climb or balance, stoop, kneel, crouch).
- Ability to lift and/or move up to 20 pounds and occasionally lift and/or move up to 40 pounds.
- This position requires repetitive hand/wrist activities.
The approximate base compensation range is shown below. The actual offer may vary based on skills, experience and location.
