Summary

You will serve as a Center Accountant and subject matter expert assigned to the Office of the Chief Financial Officer. You will prepare and examine financial records using analytical skills while applying accounting theories, concepts, principles, and standards to address financial activities of the Center.

Duties

  • Provide technical advice and tools to accountants and analysts in the continuing revision and improvement of the Agency accounting system and processes including the implementation of financial quality assurance and internal control activities.
  • Serve as an interface for financial audits, reviews, and assessments.
  • Evaluate, review, and interpret statutory, regulatory, and policy directives affecting operations to ensure Center compliance with applicable laws.
  • Develop financial analysis and financial reporting tools and techniques. Plan and coordinate implementation and execution of approved policies, programs, and services related to accounting systems.
  • Prepare policies and procedures incorporating statutes, regulations, and generally accepted accounting principles and standards related to financial quality assurance and internal control activities.
  • Review reconciliations and financial reports to ensure accuracy and timeliness. Provide guidance regarding accounting and financial reporting matters; may participate or lead Center/Agency financial process teams.
  • Develop new approaches to solving unanticipated or unique problems, and discerning meaningful solutions from data to solve problems.

Qualifications

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:
  • Performing financial data analysis, process transactions, reconcile and review outputs in accordance with Generally Accepted Accounting Principles (GAAP) and/or governmental accounting practices such as those established by Government Accountability Office (GAO), Office of Management and Budget (OMB) and the Department of Treasury;
  • Supporting NASA's financial and internal control audits, preparing documentation and/or providing recommendations to senior accountants/leaders;
  • Gathering, organizing, and analyzing accounting data to identify problems utilizing the Agency's accounting systems, taking appropriate action for corrective measures.

Education

Basic Education Requirement:

A. You must have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing");

Have a combination of education and experience: Have at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.

Your background must also include one of the following:
  1. 24 semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law.
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) you have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements.
